Prof. Jyoti Prasad Saikia joined as the first Vice-Chancellor of Jagannath Barooah University on 28th July 2025. He is a Professor in the Department of Sociology at Dibrugarh University. Prof. Saikia previously served as the founding Vice-Chancellor of Birangana Sati Sadhani Rajyik Vishwavidyalaya, Assam. A prolific bilingual writer from Sivasagar, Assam, Prof. Saikia has made significant contributions to Assamese literature and academia.

MESSAGE FROM THE VICE CHANCELLOR
I take immense pride in saying to you that the formal establishment of Jagannath Barooah University, Jorhat, is a historic moment in the continuing evolution of Higher Education in Assam, as well as in the entire region of Northeastern India. The Government of Assam’s endeavour has been to empower the youth with enhanced opportunities to access the highest standards of learning, educational infrastructure and cutting-edge research. This university is fully committed to realize all the goals and objectives envisaged in the National Education Policy 2020. With this end in view, we are in the process of introducing courses which will imbue learners with the spirit of entrepreneurship, self-reliance, social commitment to work towards nation building. This university will encourage studies and research in such vibrant and spatially relevant fields as tribal studies, women’s studies, ethno-histories, folkloristics, religion and culture, urbanization, economic history, social change and developmental studies, along with many other inter-disciplinary courses. The university will strive towards creating innovative pedagogical programmes, harnessing technology with human resources to usher in a holistic, blended learning methodology, thereby ensuring optimum value for new age learners. It will aim at creating global citizens equipped with the skill set to contribute substantively to the needs of their immediate community. Their state and the nation. Our proximity to one of the world’s richest biodiversity hotspots, that is the Kaziranga National Park, unique habitat of the one-horned Indian rhino, besides other endangered species, makes it incumbent for this university to demonstrate our commitment to preserve our environment and its rich ecosystem. The university will strive towards creating an ambience that promotes physical, mental and spiritual wellness of all its stakeholders. Our goal is to ensure that our learners are provided with the best intellectual and infrastructural resources to engage and compete, not only with learners from other parts of India, but with the best in the world.
This prestigious institution of Higher learning, though in its nascent stage as a University, has a glorious tradition of nearly one hundred years of excellent service behind it. However, in the fast-changing field of Higher education around the world, a glorious heritage alone is not sufficient to ensure instant recognizability or to command brand esteem. It is now our mission to adapt, evolve and ensure that this university will be ranked among the foremost universities of the nation, as well as in the global university rankings. In order to achieve our mission, we have to work as a team, generate synergy and a spirit of camaraderie.
